The semester ticket

Since 2009, in exchange for a solidarity contribution, we students in Thuringia have been able to use the semester ticket and thus use all regional trains in the state. Students in the VMT area can also use buses and trains of the Verkehrsverbund Mittelthüringen (VMT) (including public transport in Erfurt, Jena and Weimar).

What does that mean for us? We pay a solidarity contribution for the DB Regio ticket and a contribution for the VMT ticket.

The semester ticket is a relief for many students in their everyday life, as they can get to explore their new home country cheaply or use public transport in their university town. However, for students who live outside the city and have to commute to university, the ticket is a necessary requirement without which it would be difficult to study.

The ticket is a solidarity payment: we all pay a fixed contribution, regardless of income or distance to the university, so that all students have the same opportunity to get to the university.

The semester ticket is decided between all parties (students, Studierendenwerk, DB Regio...) for a limited time. Before this time expires, the terms of the ticket are renegotiated.

As the ticket was limited until last year, the negotiations have started again. After the negotiations were delayed by the outbreak of the Corona pandemic, an offer for a new semester ticket is now available.

The semester ticket voting

The offer of DB Regio and VMT is now taken to the individual student bodies. Each university, i.e. each student body, decides independently on the semester ticket. The DB Regio and VMT offers are voted on separately.

In the past, ballot votes were held to allow students to vote directly on whether to keep the ticket. With the prevailing pandemic situation, it is not possible for us to hold a vote as a ballot vote on campus for all students safely in attendance. Also, not all students are on site and would be able to participate in a presence vote. Therefore, the StuRa will decide as your elected representation. Nevertheless, it is important for us to hear your opinion.

Therefore we have set up a Moodle room where you can vote in an opinion poll. You will receive the password for the room by mail. The StuRa will then take your vote into account in its decision. The StuRa's vote will be forwarded to the Studierendenwerk together with the votes of the other student bodies. They will then carry out the vote as contractual partners with the DB and the VMT.

Rail Semester Ticket:

I agree to the following conditions of the "Semesterticket Thüringen" (DB regio-Ticket):

  • The price of the "Semesterticket Thüringen" will develop according to the published price table over the contract period of three years and
  • the e-ticket will be introduced as a travel authorisation card and integrated into the Thoska, and
  • the contract will be extended beyond the three-year contract period set out in the table by one year at a time with an annual price increase corresponding to the percentage development of the monthly student ticket + 0.5%.


VMT Semester Ticket: 

I agree to the following conditions of the VMT Semester Ticket module:

  • The price of the VMT-Semester Ticket will develop according to the published price table over the contract period of three years and
  • this includes the one-time increase of the price base by € 1.00 due to the extension of the scope of application and
  • the e-ticket will be introduced as a travel authorisation card and integrated into the Thoska and
  • the contract is extended beyond the tabulated three-year contract period by one year at a time with an annual price increase equal to the price increase of the monthly school ticket.

Both votes were approved by the student body. Following the vote, the student council approved both offers.

FAQ

What will be voted on now?

The first vote is on the rail semester ticket (also: DB regio-Ticket). Secondly, the VMT semester ticket will be voted on, but only at the UE, the FHE, the BUW, the HfM, the FSU, the EAH and the DHGE - Campus Gera.

 

What are the offers that are up for a vote?

The offer for the extension of the rail semester ticket provides for a price development according to Table 1 up to and including the summer semester 2024. In addition, the contract is extended by one year at a time with an annual price increase corresponding to the percentage development of the monthly student ticket + 0.5%.

The offer for the extension of the VMT Semester Ticket provides for a price development according to Table 2 up to and including the summer semester 2024. In addition, the contract is extended for one year at a time with an annual price increase equal to the price increase of the monthly student ticket.

Both contracts also stipulate the changeover to the e-ticket as a travel document. 

What is the e-ticket?

The so-called e-ticket is to be introduced at all locations. This means that the Thoska will be technically adapted as a ticket to other tickets in the subscription model and can be checked electronically with the new control devices in the VMT area, instead of only by sighting as before.

Only the validity of the ticket is checked (valid/invalid), further data (e.g. student status, semester, matriculation number etc.) cannot be read out!

The changeover to the e-ticket is carried out by converting the Thoska validation stations at the universities. There are no additional costs for the students.

In future, it will no longer be possible to use the semester ticket without the e-ticket function. The railway companies justify this with the need to increase security against forgery, so there is no alternative to the introduction.

What happens if the majority of my student body votes against the rail semester ticket?

If the majority of our student body votes “no” to the rail semester ticket, our student body will withdraw from the contract between DB Regio (contractual partner of the railway companies) and Studierendenwerk Thüringen (contractual partner of the student bodies). This automatically means that the VMT semester ticket is no longer available!

From the winter semester 2021/22, students at the University of Erfurt would then no longer have a rail semester ticket and would have to pay individually for each train journey or trip in the VMT area.

What happens if the majority of my student body votes against the VMT semester ticket?

If the majority of our student body votes “no” to the VMT semester ticket, our student body will withdraw from the contract between the VMT and the Studierendenwerk Thüringen (contractual partner of the student bodies). The rail semester ticket remains unaffected by this.

From the winter semester 2021/22, students at the University of Erfurt would then no longer have a VMT semester ticket and would have to pay individually for each journey in the VMT area (e.g. on city transport in Weimar or Jena).

What happens if another university votes against the semester ticket?

If the student body of another university decides against the rail or VMT semester ticket, this university will withdraw from the respective contract. This decision has no effect on the rail or VMT semester ticket of other universities. The prices remain the same for the remaining universities and will not be increased if several universities withdraw.

So it doesn't matter to us what the other universities do. The decision of the FH Erfurt does not affect us either.

When will the vote take place at the University of Erfurt?

From 22.04. to 27.04. you have the opportunity to vote on both tickets in the Moodle room.

How can I vote?

Log into the Moodle room. You received your password by email from the StuRa board on 19 April. 

In addition to another list of information from this homepage, you will also find the "Voting" section. There are two voting modules here, one for the rail semester ticket and one for the VMT semester ticket. In both, the respective voting text is listed, below which a voting mask will be activated from Thursday, 22.04. You can vote yes, no or abstain

The result of the vote is taken into account by the StuRa in its decision. The StuRa's vote is sent to the Studierendenwerk together with the votes of the other student bodies. The Studierendenwerk, as the contractual partner with the DB and the VMT, then carries out the respective vote (e.g. acceptance of the offer for the University of Erfurt, rejection for the University of Jena).
