Jennifer Morgan

Jennifer Morgan is a globally recognized leader and expert with over 30 years of experience in international climate and energy policy, diplomacy, and civil society leadership.

She most recently served as the State Secretary and Special Envoy for International Climate Action for the Federal Foreign Office of Germany, a position where she spearheaded the development of Germany’s Climate Foreign Policy and led its delegations at major international negotiations, including COP27, COP28, and COP29. During her tenure, she was instrumental in securing key global outcomes, including the establishment of the Loss and Damage Fund and the historic decision to justly transition away from fossil fuels.

Ms. Morgan is currently serving as a Senior Fellow at the Fletcher School of Law and Diplomacy, Tufts University, and as a Fellow at the Hertie School of Governance, Berlin.

Prior to her diplomatic role, Ms. Morgan served as the Executive Director of Greenpeace International, overseeing global strategy, operations, and campaigns for one of the world's most renowned environmental organizations. She has also held senior leadership positions at prominent think tanks and NGOs, including Global Director of the Climate Program at World Resources Institute (WRI), Director of the Global Climate Program at E3G, and Director of the Global Climate Campaign at the Worldwide Fund for Nature (WWF).

Her career is defined by a unique ability to build unusual coalitions across governments, businesses, and civil society to achieve high-impact outcomes on the world stage. She is widely quoted in major global media and is a highly influential voice on the critical issues of climate justice, energy transition, and global governance.
