Since the Congress of Vienna in 1814, Germany (the German Confederation) had been the most powerful region on the continent in material terms. If it remained united, it could keep the neighbouring powers of Russia and France at bay. And yet, in over two centuries, only two statesmen - Prince Metternich and Bismarck - succeeded in making Germany the organising centre of Europe. Why did no one else succeed, even though Germany was so much more powerful in material terms? Where did the others fail? And why has the Federal Republic of Germany still not succeeded in fulfilling this role within the European Union?
